Not only manufacturers in the EU (European Union) are affected by chemicals regulation. Manufacturers of substances or substances in mixtures outside the EU also have to be REACH compliant if they want to keep access to the EU market. The Only Representative (OR) is a natural or legal person established in the EU  appointed by a non-EU manufacturer of substances on their own, in preparations or in articles, formulates preparations, or produces articles.

What are the obligations of an Only Representative ?

The Only Representative is legally responsible for the registration and he will have to comply with all obligations of importers under REACH(pre-registration of phase-in substances, registration, restriction and authorization, communicaiton within the supply chain…). The Only Representative may also pre-register the substance and will subsequently become participant of the SIEF.
